Acting as a regional focus for HAUC UK, the Committee creates a forum for discussion, and generates professional relationships leading to co-operation between the utilities, highway authorities and any other parties involved with street works activities, with particular reference to the New Roads and Street Works Act 1991, the Traffic Management Act 2004 and other relevant legislation. These objectives are achieved by a. Utilising all relevant Codes of Practice and Specifications with a view to working towards a consistent approach. b. Identifying topics where there will be scope for Best Practice initiatives, leading to implementation and possible promotion to other bodies. c. Providing a free flow of information between organisations. d. Exploring all avenues and options designed to reduce the (i) Effect of work activities upon highways and highway users. (ii) Incidence of damage and to minimise the risk of injury. e. Assisting and supporting local co-ordination meetings by: (i) Providing guidance. (ii) Acting as an advisory forum in case of local disputes where good practices are an issue. (iii) Disseminating information on regional and national issues. f. To monitor the performance regionally of Utilities, Transport and Highway Authorities under New Roads and Street Works Act in the interests of best practice. ORGANISATION AND STRUCTURE 1. The committee shall consist of representatives fromorm utilities, highway authorities and transport authorities operating in the East Midlands Region. 2. Each body will have the right to appoint a maximum of two attendees. 3. The EMJUG and the EMJAG shall appoint a secretary and each appoint a joint chairperson and review the appointments annually. 4. The committee will normally meet four times a year. 5. An agenda will be published no later than 10 working days prior to the meeting. Agenda items will normally be supported by papers. 6. Minutes of the meeting will normally be published within 10 working days. 7. Business will be generated from the following sources: a) Members of EMHAUC. b) Local groups. c) HAUC (UK). d) DfT e) NJUG 8. The Committee shall create sub-groups to examine and to report on topics of mutual concern and interest. Chair of these committees will be found from EMHAUC members and all representatives will have the opportunity to appoint an equal number of delegates. 9. Subject to the general agreement by members, individuals or organisations may be invited to the meetings to make presentations and provide information on any issues of common interest. 10. Decisions on any issues discussed shall not be decided by a vote of members present. If a decision cannot be achieved by mutual agreement then the view of the committee will be expressed by two or more separate statements.
